Create themes for Windows 7?

Does anyone know how to create themes for Windows 7 that change the start menu and window borders? I know because I want to create themes for other people. Please do not use SMS language because I do not speak English and I'm using google translator to translate good words must be written well. Thank you. :cylon:  :cylon: :cylon:

How about this: wrong forum buddy. Try a technical support page, they have language options I believe.

This is not even technical support. It is not related to elemental. Google can be used for more than translating.

"Misc" is Misc, it is NOT Elemental, just as this thread is not about Elemental [or any other game]....;)
