Why can't I install mods

I have the ultimate edition. I have the mods on my computer in my documents file. I can't make them work. Can you help me by telling me how.
In order for mods to take effect, you have to change the mod folder in the options screen in the game.
But you can't actually do that. The game is bugged so you're stuck on "Twilight\Mods\default". Even then, the "default folder doesn't work. You're going to have to ovverwrite your main directory or use the Generic Mod Enabler.
