[1.08] Unit Clothing Colours on Custom Empires

The 'UnitClothing1Color' for custom Empires is broken, Currently, the game always reverts to white, no matter what values are specified in the xml. I have double-checked everything and it only happens to custom Empires. Kingdoms are unaffected.

Also, 'UnitClothing2Color' works without problems.

Does anyone else have this problem? Is this a known bug in 1.08 (+hotfix)?
