[1.08] Movement cost problems

from Elemental Forums

Sometimes forests take 2 movements, sometimes only 1. Sometimes open lands takes 2, sometimes 1. I have found no consistency with the movement costs.

As far as I can tell it always takes two, though if you have less than 2 move points left you can still move even if the terrain would require more.

the hotfix seems to have reverted this.
