Magnar's Deficit Spending

I've gotten into a spot of trouble facing Magnar in my current game and decided to try and solve the sticky situation with a spot of diplomacy. To my surprise, he wanted some 13000 gold for a non-aggression pact! I'm assuming that this is due to the fact that having a bigger army skews the diplomatic costs tremendously (as has been disgussed in other posts). What I'm going on about in this particular post is that he's also -10000 gold in the whole according to the diplomacy screen. I can't spend a single gold that I don't al;ready have! How is it that he can?

Is this a bug or is this functioning as designed?

currently its believed to be a bug. The design is supposed to be that you can build as many troops as you want when you have money, but if you can't pay them they abandon you eventually. (as in you can't afford their upkeep cause you are in the red) Now it works this way properly for the player, but for some reason its not working this way currently for the AI.

It's a bug and it's been reported with any AI faction, though personally I've only seen it happen with Empires. It's a nuisance, and I hope it gets fixed quickly.

It's a major bug and kills gameplay for me. I'm looking for a nice relaxed game (On easy, heh heh) and here comes the Ai with an OMG huge army that he can't pay for and doesn't have to.

Spam cities and use your border influence to block bottlenecks... building a pioneer should be your first unit from most cities unless its in a dangerous location with no help nearby.  Even a city without any nearby resources can still provide 1 gold per turn, 1 materials, 1 arcane and if you have the gold invest for 1 research.  Later on these cities can be at least pumping out squads of peasants and their attack effectiveness will surprise you.
