[1.07] AI does not seem to use Shops (or get City Upgrades)

To repro, put a very, very overpowered item into the Shop, at a very cheap price. You'll see that the AI sovereigns never purchase it :/

From whats been posted it sounds like the "value" assigned to a particular tech or item is decided at compile time and not based on run time evaluation.  Given this, I expected that the AI is going to pretty much ignore changes or additions from mods.
