Bug report:
Make an AI artificially extremely powerful (give them a broken Sovereign with over 100 attack). When they meet you, they'll typically threaten you with tribute. Agree to "pay" it. Notice that you do not deduct any gilder at all.

Also, they don't summon stone golems either.

I also don't think that the AI get city-level up bonuses :/
