[Gameplay - FIX] The scout pack and the scout cloak - switch

these two items confuse me . alot

 

the cloak gives better sight..

but the backpack with the binocluars give better defence.

this seems like it should switch around - im not sure if the soldiers cape gives more defence- but im pretty sure - it would make sense a soldier cape -better - a scout cape -worse
