[Improvement] Settlement list-Heros List-Tax Rate Adjustment.

Howdy,

Could we add a Settlement list so we can see whats building what.  Example:

I know the empire tree is a quick select but... it does not show a building queue for cities and clicking through 10 plus cities is a bummer, on the map or using the idle city button.  This could also save time in multiplayer, and you can select from the building queue for all your cities all from one screen. 

Also could we adapt this to heroes like a register. In the empire tree they only show if they are outside a city.

Lastly could we get a tax rate please.  I don't know if this was asked before.
