[Bug] Problem after conquering a minor faction’s city

The city will not upgrade to the next level. It doesn't matter if there is enough food and housing, it just will not upgrade to the next level. The city's growth bar is all the way to the right and it says city at maximum population. Has anyone else run into this problem?

Also, a faction was able to establish a city within my borders. I did have a non-aggression treaty with them but I am pretty sure that’s not meant to happen, right?

If I'm not mistaken, minor faction's cities are not supposed to grow (for some reason). The info screen should say something about it growing when the population is at 0 if you have the 1.06 patch.

That's been my experience as well.  There's usually a special resource next to it.  It was an ogre camp in my last game, but I imagine there's some variety.

I was under the impression that you could buy special items for your champions if they were next to these cities, but I haven't bothered to check.  I don't know if by "special" they mean regular items you might not have researched, or unique items that can't be researched, or if neither is actually available.  Might be worth a look.

No, they do not grow, even if they reach high level of population for a lev 1 city (this has no effect in game that I am aware of...).

 

In addition to the special tile (Ogres usually), each one also produces 1 resource (crystal or metal IIRC) and you'll add that to your income if you conquer them.

The purple ones (called the mystics iirc) have crystal production for example, I tend to steamroll them early if I have no other source of crystals near my start...
