-28 Open Tiles to Build?

So I was just looking at my main city and it says I have -28 open tiles to build on yet I can continue building. My second city is half as built up; says 0 tiles,  and cannot build anymore buildings. Any ideas? I really think this whole city building limit needs to be better explained...cuz I'm at a loss. I am most definitely not at the 50 buildings limit on city #2 and not within 5 tiles of enemy city, or even my own cities. No mountains, hills or anything near city 2. (I have built on top of mountains on city 1 to squash the theory you cant)

Does the fact that both of my cities influence have apparently "merged" together make a difference? The borders of each have disappeared and turned into 1 giant kingdom.

Im guessing the -28 is a bug.

i've had seven or eight cities make one big influence blob and had no issues.

 

You didn't manage to build two cities into one did you? I don't even know if thats possible (ex: build expansions until one touches the other physically)

if one city is  built so it is less then 5 squares or grows so  it is less then 5 away. it may mess up available space reporting/and building..

I've got a captured city that is permanently stuck at level 1,  and the AI built a bunch of cities nearly on top of one another.  One set is literally within 5 squares of the next. 

I've also got cities that can build a Construction Yard,  and some that can't without any indication why.  None of my cities can build the Tower of Iziz(I think that's it's name),  and my construction techs seem to do absolutely nothing.  A Hedge Wall takes me 20 turns to build before and after a construction yard. 

I'm also seeing no effect from pubs or town halls,  no expansion of influence.

In short,  I'm noticing a few bugs here with cities.

City's captured from Neutral AI's can NEVER grow past one. The only benefits from taking these are forward bases to teleport to, and maybe the monster huts right next to them.

Few things. First, buildable space is square (the little squares you see when you go to build) not buildings. Larger buildings will take up 4 spaces as will resource nodes if they are within the city limit. Your first city may have been build up at some point and then you connected a bunch of resources on it all at a once (put them into the city limits); the resources suddenly use up space where they haven't before. The being able to build may be a bug due to the negative number.

 

As for the second city, couple things there. It could be any combination of forest tiles (some of which are not clearly forests), beaches, and such. Note that hills and mountains can change height without losing their designation. It can also be due to city improvements; when you build an improvement on a tile, that tile counts as a city for purposes of the 5 tile limit. This applies to both you and the AI; what may have happened is that an improvement was build (likely a resource) that suddenly put the city within 5 tiles. 

 

For the Abbey of Izil, that requires a level 3 city.

 

Pubs increase prestige. This is how fast citizens flock to your city. This is different than the town hall which affects Influence (which has no affect on population growth). Both are nominally the same and grow at the same rate. However, influence is capped by city level not population/housing limit. A level 1 city will never grow past a 2 square radius; this radius is based off the city center. What a Town Hall does is it allows -any- city square to project ZOC regardless of whether it's the city center or not. 

 

So yes, the description of what it does can be much much clearer.
