[bug] Game hanging at startup splash screen

When the game was first upgraded to Beta 4, there was a release that was missing maps.  This version and all previous versions ran on my machine fine.  Once the maps were updated, the game would hang on the startup splash screen.  I was unable to ever run .98.  I am still having the same issue.  Splash screen comes up and hard drive is loading normal for about 4 secs and then hangs.  Elemental CPU stays around %50 and the hard drive looks like it's doing something but I can leave it for 10 minutes and nothing happens.  I am able to shut down the process in Task Manager though.  I have the latest video drivers (8/3).  I have tried running as administrator, shutting down ATT, and shutting down every non vital process.
