How to get Notable Location level to 5

this is probably a n00b question...

from Elemental Forums

I'm stumped.

Having researched all the way through the greens and extra stuff in the adventure tab (Only Refined Charm left)...I'm still only at Notable Location Level 4...how do I get that last level?

 

(my Quest Level IS 5, however)

Did you start a new game after 1.05? I believe we resolved an issue relating to this in the update.
