Custom Factions have no Tech tree

It appears that if you create a custom faction they have no tech trees. I thought maybe I just forgot to assign one but there is no option in the faction creator.

bug in the creator going to have to add it in the xml to fix it.

It goes into more detail about editing the xml so it works. It isn't especially difficult, and you don't need any fancy applications.
