Can we terraform "bridges" over water?

My starting colony is hemmed in by a rival city and water.  I don't have the Navies tech yet, and there's only one square of water separating me from freedom.  I tried the "raise land" spell on it, and indeed it turned from water to land -- and even spawned a quest location on it.  But I can't move onto it.  Maybe I'm not supposed to be able to create "land bridges."  Does anyone know?

think you need to do it a few blocks wide so that units can cross. I haven't ran into this yet, but I think its plausible.

Haven't gotten that far yet. But note that coastlines are not normally walkable - you may need to 'raise' the cliffs in order to truly connect it. If you have grids on, you'll be able to see if there's a square or not to walk on.
