[Bug]Unable to access lvl 5 notable locations

So, I'm not sure what you have to do to unlock the last level of this, but I've had the adventuring tree complete for quite a while.  Sometimes after researching the next dungeon tech (Not heroes or resources) new locations show up but my notable location level remains the same.  I'm not sure if you have to raise it another way, but I couldn't seem to find anything that let me do it.  My sovereign is lvl8, I believe, and he does all the adventuring. (with a party of soldiers, summons, and a dragon)  Anyone else able to access these?

On a side note, Doing the second part of the anvil quest gave me no anvil pieces and didn't mention where the next location would be.  My inventory had a lot of items in it so maybe it was full (not sure about the limit, too many midnight stones and destiny slivers).  Also did the quest with the floating set of armor and received no reward (said it didn't fit and I could sell it...but got nothing in my inventory.)

 

Edit: So The anvil quest not working was solved by selling my inventory. (Not my precious Midnight stones!)  It worked just fine when I went back and redid it with a smaller inventory.  I presume that this was the issue with the armor as well.  A little indication would be nice so I don't lose a fragment of the forge again.

I had this problem as well. My super-crashprone overlarge-cities map has me maxed on nearly every tree, including max adventuring. My "noable location level" was still 4, however.

I would like to mention that I just had this occur to me for the second time. I am beginning to think this is actually some sort of problem with one of the techs not giving you its notable location level when it is supposed to, because I have maxed the adventure tree (again) and my notable level is still sitting at 4.

I've replicated it. The problem is that you have to research it in a particular order. If you research one technology that raises you to 3, then another that raises you to 2... you drop down to 2. And when you research the technology that "would have" pulled you up to 4, you only go up to 3.

 

I'll look at the XML to determine the "proper" order...
