Couple of gameplay bugs

So here are a couple of strange bugs I haven't seen anyone post about yet...

Underwater City- I put a pioneer on a boat and couldn't figure out how to get him out of boat so I just built an underwater city.  Yep. It let me build a city on a water tile that grew to a population of 11/11 but sadly i couldn't build any improvements.  

Quests - i've got 2 quests for to bring 2 or 3 midnight stones to someone.  I bring them there but it just keeps telling me to bring them.  Not sure f there is some way to interact to trade the stones, but it doesn't seem to be working.
