ObjectDoc Plus 2 flyout function missing

My existing flyout menus work properly but the option to adda  enw one is suddenly missing.  I don't know if it was there when I first installed since I didn't immediately try to add one.  I notices it was missing when I fixed the missing weather docklet problem.  Is there a workaround to getting the flyout menu option?

Reinstalling didn't fix the problem, nor restoring to default settings and options.
