AI send envoys to recently conquered planets

After conquering a planet off the one of the AI in a recent game, i noticed that they keep sending envoys to the planet even though i've been holding it for at least a half hour and there are no enemy controlled planets beyond it either.

Has anyone else been experiencing this?

EDIT: was playing with locked teams

Update: Upon loading the same game today the AI continued to send envoys to that planet as well as several others that i had conquered off them for the entire game.

Maybe they just want to establish an relationship with you, why complain?

I've seen this happen in locked team games as well.  The AI shouldn't send envoys unless you have a Cease Fire treaty with them.  Why are they trying to build relations with someone shooting down their ships?
