Skinning the lock screen

How do I skin the border around the user icon on the Windows 7 logon and lock screens?

(I'm referring to the glossy rounded-edged-square frame border around the flower image in this photo, for example)

Is this possible?

Not sure that you CAN skin stuff like that any more. used to be able to skin lots of things on the logon screen with XP, but that all ended wit Vista I believe. I think only the background image can be changed now.....
