Titlebar not skinning

New install, new machine - Win 7 64 bit 4 mb

Just purchased WinBlinds 7.

Using any custom skin (eg, Sublime) all works EXCEPT the titlebars which are invisible.
That is, all windows  (notepad, firefox, winblinds itself) do not have min/max/exit buttons.
They do not even have borders !!!

The only exception is "explorer.exe" which behaves as you would expect.

This is apparently a known problem, as it is cited in the forum here and there.
But there is no response.

It would be nice to get a resolution to this problem.
