Problem with Sherlock Holmes Sleuth Pack

I tried to purchase the Sherlock Holmes sleuth pack earlier because of the sale, but impulse told me that one of the games in the bundle wasn't available in my region.

I then checked impulse and that game is available in my region under a different name, VS Arsene Lupin instead of Nemesis. The prices are the same. I was wondering whether there are plans to make a pack for europe, so europeans can purchase the pack. This is the only title in the bundle which has that issue, and as I said before, according to impulse, the prices are the same, so that shouldn't be an obstacle.

At the very least the product description of the Sleuth bundle should be changed since it now says worldwide, which is apparently not true.

Do they also decide what does and does not go in a bundle? I understand that they decide regional availability, but the game in question is available on impulse, just under a different name. And the one in the bundle is, as the only game in the bundle, not available worldwide.

Since it's a bundle, the bundle as a whole isn't available worldwide. The description however does say worldwide, so it's slightly misleading.

If the publisher does decide what is, and what isn't available in a bundle, then I know enough. It's just weird that Steam has a different bundle and the official site has no bundle if that's the case.
