Pact question

Hey im playing the beta 3 as TEC and I have all the pacts upto the seige one , my question is regarding the missile and metal pacts , its say theres a 45% missile damage buff but my star base damage only goes from 170-190 and my metal income only goes from 2.1 to 2.3 , there seem wrong any ideas?

It counts research, too.

What the text means, is not that you will get a new 45% increase in damage.
What that means, is that with that pact and all the researching etc, your new missile damage will be 45%, instead of f.ex. 35% that it was before the pact, thus meaning that the pact itself only gave 10% increase (not actual numbers, just an example).
