Multiplicity - Multiplicity Service doesn't install/start

Scenario:

Primary Server - Vista32-bit

Secondary Server - XP - Works just fine.

Tertiary Server - Windows7-64bit - Primary reports that the "Test Connection Failed" Error: Unable to contact machine. You should....  When I am on the Windows7  Server the troubleshooting talks about Winlogon DLL not loading.  But it appears the root issue is that when I install the Multiplicity Service never gets installed.  I have UAC disabled and have tried installing MultiplicityPro122.exe manually, as well as using Impulse.

No luck.

Can I just try to force the MultiSrv64.exe to run as a service?

I have done some more digging - not sure if this helps or not, but...

Depends.exe is reporting about c:\windows\system32\IEFRAME.dll - The file time stamp is 12/18/2009 - so I can only assume that this is pretty new.
