Unable to Form Pacts . . .

I am playing a locked game and I have researched every tech!!!  With envoys at my allies' home planets I cannot seem to get any pacts going.

Do you have the required relation percentage with your ally? I think to offer the first pact, you need at least 120%.

Your ally also needs to be at the appropriate amount.  Example: if you want to offer a 120% required pact, you both need to be 120% against each other.

And the human players also need to be 120%, which I do hope gets changed. My multiplayer game today was not happy when we discovered that.

you'll have to use the envoy cruisers and place some at every planet that they have colonized for one way of gaining relaionship.  each planet is able to get a 1.50 relationship bonus from envoy cruisers.

another problem I ran into.  you need envoys on other planets of your allies to raise approval to get higher level pacts, but my idiot allies only (towards the end) had two planets each.  there was simply no way to get higher level pacts with an envoy at each of their planets.  I was playing on a medium map. perhaps this function of envoys needs to be scaled down on smaller maps.
