How do you Unlock Oculus?

I'm not able to play Oculus in either SP or MP. Can someone tell me if this is a bug?

he has not been released, so only way to play him through mods

I just purchased the retail copy of this. So it's an unfinished released?

The Demon Assassin and Oculus were not part of the initial release. They were added as part of the latest update, and Oculus is not playable... yet.
