Its a pretty simple task bar... just cant find something like it.. A link to the theme would help alot, or just a guide on how to make something like that.

If you are running XP or Vista I think ObjectBar can give you that. Take a look at this link. https://www.stardock.com/products/objectbar/
If you are running Win 7 I don't think ObjectBar will work and in fact I believe Brad has mentioned that it will be 'sunsetted'.
Didn't really help, not looking for objects, but more of the task bar. I have objects like those. just a completely task bar/menu, but ill try ObjectBar out. thanks in advance.
and I am running WinXP.
Go back and look at it and don't let 'Object" in it's name throw you. It was meant to be a replacement for the Windows Taskbar.
