I just bought OD ULT a few months ago... Do we have to pay for this too?

Can we get skins for free or do we have to pay again?
A subscription to WinCustmize is not part of Object Desktop Ultimate.
With a WinCustomize subscrition you have unlimited downloads available from the WinCustomize Gallery Libraries.
One of the benifits of being a Stardock customer is you get unlimited downloads from the Wincustomize galleries for free until your Object Desktop subscrition ends.
You can also get added benifits by becoming a WinCustomize subscriber such as free subscriber skins, ad free browsing, viewing the galleries at 100 skins per page, and discounts on Master skins just to name a few.

OD ULT subscription
WinCustomize User level increases to User Level 4 (Current Customer). Once you purchase any WinCustomize/Stardock product, you will be automatically promoted to User Level 4. This will entitle you to unlimited file downloading on WinCustomize as long as you remain a current customer.

How do I download skins from that web page? What is Master skins? What is "You're not showing as a current customer in your user profile" What is my user name and pass word for that site?

isxaari, at the time Bichur checked out your profile it was not showing you to be a current customer.
Lantec took care of that for you and you now have full access to the site. You should be able to download skins for free except the ones called "Master Skins". Those are created by the Master's of the community who have earned the right to sell thier work on this website.
You shoud edit you post and remove the sale information.
Your name and password is the same one you used to log in and post.
The site address for the galleries is https://www.wincustomize.com. To the right of the page is a listing of galleries that you can visit and download skins from.
You should also visit this help page to aid you in understanding the site. https://www.wincustomize.com/help.aspx
Lastly, Welcome to WinCustomize. Feel free to ask the community for help as most are happy to lend a hand.
Master skins are for purchase. You should be able to go https://www.wincustomize.com/gallery.aspx and access all areas and download all but the Mater skins (unless you buy one)

What's it asking you to buy? Is it maybe a promo that is saying if you buy now you can get more or something? Or is it telling you your subscription is expiring? What's it saying to you? 
I also have a link for you that I just got from support when I asked about the price increase which might help some people to also know they have things they can download. I didn't get an email on this ( I probably changed email in mid area when this happened so probably it got lost in the shuffle lol) so maybe others haven't either but it's a nice explaination of why the price went up and what you actually do get with the subscription to WinCustomize:
