I am having the same issue as bking2009. I suspect that Google changed something when they added theme support to Chrome, and Windowblinds cannot handle this correctly.
After starting Chrome in windowed mode, there is an extra border on the Chrome window as seen in bking2009's screenshots. After resizing the window even a bit the border gets a bit better but is still somewhat broken at the top, depending on the theme used.
Adding exceptions in WB to all exe files in Chrome's installation folder does not fix the issue.
Using latest public release of Chrome (3.0.195.24) and just updated WB 6.4 on Vista 64.
