Am I the only one that thinks it is strange that you can have a high espionage level with another civ, but your spies never can find out where the rest of their planets are?
No, you're not alone, and I hope there are more than just two of us.
It is strange very strange indeed one of may strange and unexplained things to do with espionage other may include but are not limited to the korath spying on anything instead of killing it outright or anyone spying on the yor with out being caught before they do anything. Yes very mind boggling indeed.
