Should a ship with a negative speed be usable in GalCIV? So far it looks like said ship can't move unless there are no other ships with movement, then it can move much more than it should be able to (i.e. -1 speed = 43 movement)

They've actually got to add a bunch of stuff to make it as moddible as it should be. Why can't starbase modules add morale or PQ to a planet? They just don't work that way.
