Quick Question About the Forums

hey, so i was just wondering if this is build in PHPBB3?  and if so what is the name of the program/mod that these post areas are part of?

i'm currently building a forums and i'm really sick and tired of the [b] and [/i]  and having to add [url] here and [img] there... so i was wondering how this forum does it.  so far i figured it uses javascript and doesn't have a very good spellcheck but after that i'm at a lose.  does anyone know what this thing is called?
