Shields and hammers question

I understand that shields equal ship production and hammers are for buildings. My question is this: What does the quantity mean? If I have more shields, does that mean I can build more ships or that I can build them faster?

Yes, more shields and hammers mean faster production times. No matter how much production you have on a world, its starport can only complete one ship per turn.
