Negotiate with Peacekeepers?

I left the Major events on for the first time in a while, in my only second game as the Krynn.  I got the "Peacekeeper" event, where there's a whole bunch of non-affiliated AI fleets of bad-@ss ships who hunt down military ships that are outside of their proper influence zones.  I was mainly working against minor civs at that point, so most of my fleets were in my own zones.  The rest were hustled back into my space (joy of being Krynn, having all that space).  I was never attacked by the peacekeepers, but most of the AI's weren't so lucky.  I was content to keep on building up to take down the JK (harder than typical, esp. since they took my planet with the Tir Quan), when much to my suprise, the Peacekeepers opened up a diplo screen, begging for aid.  Even though I didn't see them have any planets (which I didn't think they had) I still bought Econ and Research treaties off them.  After that, I saw the PKs attacking AI transports and freighters (which may have had weapons, I don't know), and they ignored me even when I was attacking the Drath in their influence.  I think they asked for help another time after I bought those treaties.

 

Is that working as intended?  I didn't see any other threads about this in the last year and a half.

I'm not sure if this is working as intended, but this is a known...bug?  Feature?  Something.

I had it happen to me, as well. 

No, they don't have any planets, and don't give them one.  They won't develop it.

Given time you can work out an Alliance with them, too.  Stranger still, when it happened in my game, the Peacekeepers also worked out an alliance with one of the other races: the Torians, who gave them ships.

It's always funny to hear them begging for aid with "the (insert race here) are too strong for us"...even though the Peacekeepers have wiped out their entire fleet.

It would have been because the Peacekeepers run off one of the major races AI systems. GM's didn't program a seperate system for all the races so it's likely the Peacekeepers actually follow a coding system similar to one of the major races in behavior.

Sounds technical, but if this is the case it would explain why they are able to use the diplomacy system. One thing is for certian it would have had to been programed in there. there is no way a glitch can cause the AI's to access and utilize the Diplomacy screen on their own. So it was ment to be in there, i'm 99% sure of that. They perpousely don't attack you because of the diplomacy which indecates variable and triggers are in motion which cannot be set of by a glitch UNLESS the glitch happens after something is done to set of the variables in the first place. That is where I am 1% unsure, because it is possible, however unlikely that a glitch where by you might have acciedently tried to comunicate with the Peacekeepers whilst engaged in another action.

Wow i'm giving myself a headache, i'll stop there. I cast my vote towards the highly possible chance it was programed in there to give the peacekeepers personality.
