Building capitols on resources

Manufacturing, tech, and econ capitols, no. The man and tech bonus tiles only give the bonus to buildings that actually produce points, not boost the output of other buildings (hence don't build power plants or research coordinators on them either). There isn't econ bonus tiles, so putting that capitol on any sort of bonus simply doesn't make sense.

The political capitol should be placed on a morale or influence bonus tile, as it DOES benefit from either type of bonus.
