Possible way to cheat - Sandbag the AI?

I haven't actually tested this to see if the diplomatic routines are smart enough to catch it. But I just wondered if it was possibel to:

1. Colonize some really lousy worlds with 1M colonists... PQ1 if you can find them. Anything under PQ13 will be very expensive to maintain.

2. Give them to an AI player, who will happily take them off your hands.

3. Watch AI's income get dragged down into the dirt.

If this works, it seems to me that diplomatic routines need some adjustment.

Giving away planets has other possibilities as well. Let's say you've got a sweet deal going with a Minor civ for like 150cr per turn for 20 turns. Early on in the deal one of the other majors is threatening to take the minor civ over in a war, which would cut off your tribute. Solution? Again, colonize some nothing world off in the corner away from the war and give it to the minor civ. That way if their home world is conquered they still survive and continue paying you money.

Actually, it won't work on the newer patches - the AI will dump those colonies the very next turn.

Two problems

1. The Ai will dump non near 15 worlds the very next turn.
2. The payments continue even after a civilization's death so that give em one in the corner technique isn't necessary.
