Carrier [Build Rate Penality when attacked]

Thanks to Blair, he has clarified that the 75% we see on carriers isnt the penality rate but the build rate for strike carriers.

However when any sc capable ship (carriers, caps, sb) gets attack their build rate drops by 50%.  It doesnt matter if its in their own grav well or not.

So a cap with sc gets attacked sc build rate drops to 50%

A carrier with an enemy in the grav well has its build rate drop to 75% automatically but if the carrier gets attacked by any unit, the build rate drops by half to 37.5% (game will show 38%)

Is this a bug?

No. The old behavior was that carriers under direct attack had the 50% penalty. But with that the carriers were able to keep spamming strike craft and it was pointless to try and kill the fighters/bombers because the carriers just kept spitting them out.

So IC introduced an "in combat" penalty of 25% (dropping to 15% in the upcoming patch) that all carriers suffer when there are hostile ships in the current grav well. The 50% under direct attack then applies on top of that as a multiplier, rather than a linear (which would've brought it to 25% total rather than the 37.5%)

indeed, I think that behavior is quite intended. a general penalty to all carriers in case of enemy presence and an extra penalty for those under attack. and the 75% first and from that 50%. imagine a 25% rate in total, that would really hurt.

So I take it this applies to all sc capable ships including sbs.

End of JohnJames's quote

what do you mean? the 50% penalty? yeah, it should. not sure if it affects hangars, but they too should have the pently. capships definitely have it.

Not sure about starbases but the 25% reduction with enemies in gravity well does not apply to capital ships from what I've seen. They only get the 50% from being under direct attack. Only light carriers seem to get the stacked 38% reduction. Thanks for explaining where the 38% comes from Annatar.
