Question about starbases

How do you get terrorstars! Do you have to upgrade them with everything! I just thought that you had to upgrade them with everything but: cultural stuff,economic junk,and mining crap! But no,that doesn't seem to aply! >:( I guess I just don't know,but that's what the forums all about. ;)

There is a certain technology ("Terror Star" maybe) that unlocks a new set of starbase modules which can then be added to a starbase to turn it into a terror star. I've never created one but I did get the tech and there was a new module called something like "Terror Star Shell" so there must be multiple modules that need to be added before you get the change.

You have to get the terror star technology. Then when you send a constructor to the starbase, there will be a new choice for a military module called terror star something, and it will say like +20% completed. So you have to send 5 constructors to make it 100% completed, and then the starbase turns into a terror star which has 1 speed.
