Transcencia's Meteor Storm?

I have never quite understood the benefits of getting lvl 2 on meteor storm. Maybe it has more range, shorter cooldown, or more damage. But some say that it decreases the range to 0 and it's bugged. Does anyone know what is true? Thanks guys.

That's what I have heard--that it's bugged and will be fixed in the next patch.

I was bombarding an enemy HW with Final Judgment. Then I upgraded it to lvl 2 and it stopped firing. Yeah, bugged.

Mass Disorientation gets more range at lvl 2. Not sure if Meteor Storm works like that too. I wish they would show range on the infocard. It's weird not seeing what you are actually upgrading.

do lvl 1 meteor storm and mass disorientation reach out far enough to reach to ogrovs and starfish? or only lvl 2 of each? (or maybe neither for the disorientation)

I know (or have heard) that meteor storm is supposed to reach out to the anti-structure cruisers, but I was never sure which level.

Meteor storm does reach starfish and ogrov ranges at level 1.  Mass disorientation does too I am pretty sure but it wont help against a starfish cause they spin around and fire weapons from all sides anyways.

Mass Disorientation needs to be lvl 2 to reach Ogrovs I think.

I had one upgraded to lvl two for mass disorientation, and all that it said was that engines were disabled and weapon hit chance was -20%. That was for all ships, some with only forward facing weapons, so it appears ogrovs would still be able to fire. This was against vasari, but I assume it's true with all ships.
