Cry for Balanced Events

After my very first game of Galciv awhile ago, I was really excited to see a bunch of events in the library here. The default events were good, but there were not that many of them and they repeated...
(believe it or not, events are one thing that attracted me to the game)
There's a huge problem with ALOT of the events in the library. They are not balanced. I don't mean that they are too good, I mean that they don't present a tough choice.
I respect anyone for creating an event, and the humor of the originals is tough to beat, but they should all be tough choices.
Like the original research Pods events
Good Choice - No benefit, good karma
Neutral Choice - Small but noticeable Research Bonus
Evil choice - Very high research bonus
Whenever I get an original event, I'm often left to make a "tough choice."
ALOT of the library events have value ranges that are way too small... I've gotten several that are
Good choice - 1% change
Neutral choice - 1% change
Evil choice - 1% change
There's basically no tough choice to be made, just a free pick of good karma. It's a real shame 'cause some of the events are good, it just looks like their values are off.
