Persistent favor items

The manual says the items that I buy with favor are persistent.

My take on persistent means after I buy that item for that character I never have to buy it again.

How come every match I play I have to re-buy the favor items?

Or was it a bug in the manual?

It's a current bug in the game, not the manual. It happened when they upgraded servers shortly after launch.
