Some artifacts are available but not others?

Quick question:

 

I noticed that when I have 8000+ gold, I head over to the artifacts shop, and the mage slayer is always available to purchase.  However, the other 8000g item - the orb of veiled storms - is always "redded" out for me.

What gives?

Any artifact that has a clicky effect (as I recall the orb does?) goes into the consumables slot. The mageslayer is completely passive, so it goes into the normal equipment slots. If your consumables are full, the on-use artifacts will be redded out :)

Some artifacs are usable. which means they go in the 3 slot hotbar. aka if yur 3 slots are full, you cant buy it.

Totally correct.  And it works in the opposite way as well.  If all your equipment slots are open but consumeables are not full, only clickable equipment will show as available.
