Shadows are part of the skin graphics, made with most any graphics program like Photoshop or Paintshop Pro.

For the System Tray icons, right click on the Object Dock tray "arrow" and from the menu that appears choose "Customize Icons in the System Tray"

There is a plugin that applies shadows.  Easy. As. Pie.

It's not a plugin with paint shop pro, choose "Effects" > "3D Effects" > "Drop Shadow"
