What tech allows trading?

I am playing the campaign and have been wanting to try trading.  The trade window says that I need to reserach trade first.  I don't see trade as an option on the reserach screen.  I'm sure I am missing something obvious, but could someone point me in the right direction?

try diplomacy first.

get universal translator, keep researching the yellow techs.

Hmm... Apparently Trade is not an option in the campaign.  I have Universal Translator, but no trade option....
