IconPackager Is incapabale of creating a directory while trying to install

 

 

Ok so basically when igo to install icon packager it goes pretty much all the way but when its almost done i recieve this

Error

Cannot create the directory

C:\users\joseph\appdata\local\temp\miaf315.tmp\IconPackager.exe

A File with this name alread exist. Please rename or remove the file and click retry or cancel to exit

 

so what i did was i went  to the location and sure enough it was there but you can't rename it or remove it because its opened in another program 

so then when i cancel the installation this supposed already existing file just disappears out of the location im pretty sure it's the installation that put them there to begin with. So is there any way i can fix this so i can fully download my trial version of IP 4.2

 

Im Running on Windows Vista 32-bit SP1

Im using Trend Micro as an AV 

I just today did a complete fresh installation of the hard disk so i dont believe there should be any reason this would disallow me from installing IP
