Will the delivery of the collectors edition box have any extra charge above the amount stated on the check out list, if it were to be delivered to an overseas country ? How long will the box take to arrive ?

You will be charged shipping and handling and some countries will sometimes impose a VAT tax of some kind but it tends to be randomly enforced and depends on which country.

Will the game be delievered to my house, and if they were to impose the tax charge how do i pay for it ?

It will be delivered to whatever address you specify. Import VAT regulations vary from country to country, so it's hard to say if they would handle it as a COD or hold it and call you to the customs or postal office to pay and release it.

Yes it does cost extra. Here is the price differance here in Australia.

$104 = Boxed version + Digital download
