Alliance bug maybe?

I'm playing GC2:TA and I've got the relationship up to close with the korx and have alliances researched and it still don't show up under treaties...

Do they have the Alliance tech?

Trade it to them, then.

 I thought you would either have to have close, friendly or warm relations before you can set alliances, looks like I missed something very obvious there..

For TA at least, you need close relations. You can't force them either, the way you can bribe your way up to friendly. You just have to get to friendly and wait until it jumps to close on its own.
