Possible Phase Stabilization Bug

I have discovered that if I build a Vasari Space Turnip at a star, and upgrade it with the Phase Stabilizer ability, it simply dosn't take. The upgrade consumes a slot, the button appears, and the Antimatter is expended, but Phase Stabilization does not seem to occur.

1) are your ships starting out from a phase stabilizer?

2) Is there some kind of build time upgrade going on? this was what "disabled" the phase stabs when the planet was recently colonized by an egg

3)are you jumping ships in to test?  it won't build anything

Yes, they were.

No, there wasn't.

I have successfully used the PSN around wormholes, and asteroids wherein I had no slots for a proper phase gate. Stars just don't seem to like being phase stabelized.

This is noticeable in Dolynick's stargate mod as well: the spacegates and starbase upgrade used by the Ancients in it work everywhere except stars.  The strange exception is the capital ability to create a temporary phase stabalizer does work.

The mod uses the passive stabalizer ability the Vasari gate structures have for both the spacegate and its starbase upgrade. 

On page 28 of the mod thread from Dolynick, reply 683:

I know for a fact that I built a stargate at a star the other day using the Ancients and their Munio cruiser.  It popped out just fine in the star's gravity well.  Now, stargates (or any phase stabilizer - seems to be a game engine thing) won't work on a star it seems but the structure did build.
