[BUG] Resource extraction rates for allies not showing properly

So you know uncolonized planets get an extractor rate of 0.13/sec right?  Well, apparently, your allies planets are total crap, and they suck at extracting resources, because their extractors are showing 0.13/sec after they colonize the world and build extractors.  Now, you maybe thinking this is a planet with low allegiance, but you can check any planet, including a HW, and it's still 0.13/sec.  Also, if your ally techs up resource extraction, it's still stuck showing 0.13/sec.  Now I know this doesn't affect anything really, but it's an optics issue.

I don't ever remember it being any different, but alliegence shows the same way as well. They're both seen from your perspective, if you will, instead of your allies. For example your ally's homeworld may be 8 jumps away and will show 25% max allegiance when it is obviously higher for your ally.
