How do you steal tech from other races? I always max out racial spies and place spies on planets. My 4 racial spies get to advanced level. I have never stolen a tech.
What am I missing?
Other than making sure the race you're spying on actually has techs you could steal, nothing. It's a random chance thing. I had a handful of spies on the Terrans for two full game years and never stole a thing, then got two a few turns apart.
Well in TA (at least as far as i've played) I always seem to get a tech stealing event after i meet and had an aquantence with a minor race.
Also this is not need to steal techs but you can also invade a planet and you get a tech if you win. At least as far as i can remember
edit: The minor race thing steals all the techs of a specific race but i'm not sure what the criterias are.
The spies in the box and the level of racial espionage (Low, Medium, High, Advanced) do not affect tech stealing. Only having at least one spy on at least one planet generates the chance of stealing a tech.
Additionally, having more than one "deployed" spy does not increase that probability.
